Alternately, if you do want to do animal sacrifice, that'll take care of blood and horn, but since Ardyn's trying not to seem super sketchy, I assume the animal-friendlier version is going to be easier to explain. Plus, the second part is going to be much easier to do with blood bags.
The blood must be poured into a glass or crystal bowl and the horn must be placed in the blood. The bowl should be placed over the Fisher King's chest. You may add flowers to the blood as a secondary form of life to make the blood "deeper" if your bowl is too shallow, as well as add a pleasant fragrance to cover up the stench of blood. The residual life force of the florals will help the spell go smoother.
All participants must use synchronic magic in a circle around the bowl, using Ardyn as the "primary" so he can basically take control of their bodies to perform a little chanty song, which will make the bowl illuminate and stir itself when ready. Ardyn should pick up the horn out of the blood and use it to "slash" the air above the Fisher King.
If the fellow spellcasters trust him it will work smoothly and only the Fisher King will step forward and lay down within his body as if mesmerized, and the Fisher King will wake up suddenly (and probably spill the bowl of blood if anyone isn't fast.) He will not speak right away and act very instinctually and attempt to escape (he's been dead for centuries, it's gonna take him a while to reboot) using an ancient storm teleportation spell since he can't walk. The party will be essentially surrounded by thunder and lightning and rain and fog wherever it is Ardyn has them performing the ritual (for IC/timing purposes, we're assuming the body was stolen during the TDM prompts and unveiled once Ardyn was able to figure out how to do this). The Fisher King will have mysteriously disappeared for now so Ardyn's party will likely get a "fuck fuck we lost him" moment. If Ardyn will finish the ritual by breaking the horn (magic can be used to do this, or a weapon, whatever) then it will close the veil and nothing else will come through. If Ardyn goes for maximum chaos and refuses to close it, add the following paragraph + lots of very angry dead people coming in as they please. Apparently reaching the Fisher King wasn't reaching for the Good Place.
If there is no level of trust, it will fuck up and the Knights of the Veil (guard the veil so no one who doesn't know what they're doing can pull people out all willynilly). will come forth. The Knights of the Veil are visible a la veiny, sickly green grabby hands around the edge of the "cut" in the air before them during this ritual regardless of whether that level of trust is there. If the synchronous magic errors, one of the hands will reach for Ardyn's neck and will break the synchronicity so people may regain their ability to act individually from that point, and the veil will not be closeable via this ritual. All 4 knights will come through and will not be killable via normal means.

What if there is some level of trust? Ardyn is gonna pretend that the Fisher King is actually his brother who got cursed+murdered by the fae, so Ardyn is :(( trying to bring him back :((( he misses his baby bro so much even if he's an idiot :((((. That kind of ruse is enough to convince Emet-Selch, one of the participants, and another is Ritsuka FGO, who is a Protagonist (TM) and thus fated to befriend shady individuals or try to believe in the best in them, etc etc, protagonism. I'm not sure about Izo and Childe since I'm not close with their muns, but based off what I know about the characters overall Childe might be ambivalent, Izo likely distrustful/tricked into coming because Ardyn called him a chicken/looking out for Ritsuka, so he has more reason to be on guard :|a so it's something of a split. I'm guessing there's like, 45% trust all put together. Maybe more if Ardyn actually shaves and dresses like a normal person instead of a hobo.
EDIT: Izo is still suspicious, but Ritsuka is convinced to help Ardyn out and Izo trusts her. I am officially upping the trust levels to like 60%, which maybe will be enough to pull the ritual off? :D in which case, Ardyn would only close the gates properly if he knows that it would bring in the Knights; if that knowledge wouldn't be available to him (as in, it's super secret and such) he would leave the gates open to cause Maximum Chaos.

In regards to whether he does it on purpose: it probably wouldn't explicitly mention the knights but the book he looked the ritual up in would be like blahblah grave calamity upon the world, spooky warnings, etc.
