I tossed (younger) Hijikata at Diluc, but I'm actually canonblind and only realised after reading the Genshin Impact wiki that Inazuma went into isolation... however I understand that that only happened recently (a few years after Diluc's soul pool dream)? If that's right I reckon some travel and political relations may still have been ongoing at that time.
